This paper proposes to amend legislation to extend the existing discretion to support young people transitioning from care to independence up to age 25, and to ensure that reasonable
efforts are made to remain in contact with young people after they leave care up to age 21. This paper is one of a series of papers that contain legislative proposals required to support
the operating model for the Ministry for Vulnerable Children, Oranga Tamariki (the new Ministry). The proposals in this paper will be included in a package of legislative reform, referred to in this paper as Bill No 2.
