It is based on information gathered from the participants of an expert workshop held on 1 and 2 September 2022, submissions from States, national human rights institutions, civil society organizations and other stakeholders, and additional research. In the report, the diverse contexts of forced marriage are emphasized, those internal to the community and the family and those imposed by external actors. In all contexts, the essential drivers of forced marriage are patriarchal ideologies and structures, which subjugate women and girls and violate their human dignity and rights. Highlighted in particular is the need for targeted policy, based on data collection, to prevent the practice of forced marriage, not only as a severe case of violence against women and girls but also as a practice that can result in situations that meet the international legal definition of slavery with tragic consequences for the women and girl victims and for their children.
