The submission draws attention to areas considered critical if violence is to be reduced, citing the New Zealand and international literature. The submission outlines the impact of violence and neglect on early brain development. It then links a series of adverse factors to violence against children: partner violence, poverty, substance abuse, early and risky sexual behaviour, and physical punishment of children.
