520 _aVolume One of this report presents the findings of The Commission of Inquiry into Police Conduct, established in February 2004 to carry out a full, independent investigation into the way in which New Zealand Police had dealt with allegations of sexual assault against members of the police and associates of the police. The report focuses on how the police responded - in general - to allegations of sexual assault against police members or associates, and whether people making allegations were treated appropriately. The report describes the standards and procedures established by the police relating to internal investigations and to the investigation of complaints alleging sexual assault by members of the police or police associates. It examines police practice in complaint investigations, compliance with standards and procedures, investigations carried out on behalf of the Police Complaints Authority, and police disciplinary action. The report presents the Commission's views on introducing codes of conduct and standards of conduct in relation to members of the public, and initiatives to improve standards of personal behaviour. These initiatives include policy and procedures around sexual harassment, and misuse of email and the internet by police. The report also discusses how police address inappropriate behaviour, police attitudes to investigations, and dealing with disclosures of wrongdoing within the police. The report lists 60 recommendations made by the Commission as a result of its inquiry. Volume Two contains the appendices to the report beginning with the terms of reference, and processes of the Commission, and its rulings and memoranda. Background information and recent initiatives of the New Zealand Police are included to provide further context to the processes and findings of the Commission. The appendices also contain a list of witnesses appearing before the Commission, source documents used and a list of people and organisations that assisted the Commission at various times during the inquiry. The report and website of the Commission of Inquiry into Police conduct has been archived by the National Library of New Zealand. In 2007 the Government instructed the Office of the Auditor General to monitor and reports of progress made by Police in light of the recommendations for 10 years concluding in 2017.
