520 _aThis thesis examines the extent to which recommendations contained in three significant government family violence strategy documents have been successfully put into action. It identifies the environmental, structural and process factors which have helped or hindered the implementation of Te Rito: New Zealand Family Violence Strategy, Care and Protection Blueprint, and The First Report from the Taskforce for Action on Violence within Families. The key findings include the lack of a national system to co-ordinate government activities addressing family violence; little or no formal planning for implementation for many of the planned actions; responsibility for implementation often assigned to agencies and individuals without the resources, skills and experience to do the work; and a significant failure to complete strategies for Maori. The thesis also recommends a range of changes that could improve implementation outcomes in the future. It recommends a modified structure where overall governance, leadership and coordination infrastructure is independent of any single agency.
