520 _aThis article examines the impact of the Children Young Persons and their Families Act (1989) on children in care. It discusses two groups of children: those already in care in 1989; and those entering care since then. The author questions the extent to which children have been protected, concluding that these children have been forgotten. The article discusses ways of moving forward and the author posits that greater attention to children's need for, and entitlement to enduring relationships may provide decision-making with an appropriate focus.
