520 _aThis article reflects on and critiques Mansell's (2006) paper "Stabilisation of the Statutory Child Protection Response: Managing to a Specified Level of Risk Assurance", where Mansell discusses how to manage the conflicting imperatives of avoiding child deaths and avoiding hurt to innocent families by addressing unstable elements in the child protection systems. Munro suggests that Mansell underestimates some of the difficulties of acting on the leverage points he has identified, the main reason being that it is impossible to treat the problem as predominantly an intellectual one.
