Cabinet Paper, 18 June 2014, publicly released. Paper prepared by Hon Judith Collins, Minister of Justice (National-led governement, 2011-2014. Ms Collins resigned as Minister of Justice on 30 August 2014).
This paper seeks Cabinet's agreement to a package of initiatives for the justice sector to take stronger action to meet Better Public Service targets by increasing the safety of victims of domestic violence and better addressing rates of domestic violence. This paper identifies four actions areas for the justice sector:
1. Better protect victims of domestic violence
2. Improve victims’ experience in the justice system
3. Support judicial decision-making in cases involving domestic violence
4. Ensure domestic violence legislation is modern and fit for purpose.
This is one of five Cabinet papers that either address family Violence or have a family violence component to be considered by the Cabinet Social Policy Committee (SOC) on 18 June 2014.
The other papers that are also being considered by SOC are:
• Government Response to the Report of the Expert Advisory Group on Family Violence which addresses recommendations from the Expert Advisory Group established by the Family Violence Ministerial Group in August 2013.
• A Stronger Response to Domestic Violence which proposes action areas to improve justice outcomes for victims, from the Minister of Justice.
• Progressing the Sentencing (Electronic Monitoring) Amendment Bill, which discusses GPS Monitoring violent offenders who pose a very high and serious risk to their
victims, from the Minister of Corrections.
• Whole-of-Government Action Plan to Reduce the Harms caused by New Zealand Adult Gangs and International Crime Groups, from the Minister of Police (not released).
