Documents the efforts of the William Penn Foundation in Philadelphia and its Child Abuse Prevention initiative. This initiative was innovative in two important respects: orginal participants received funding for almost ten years, providing a unique opportunity to examine the evolution of prevention programmes beyond the typical 2-to 3-year funding cycles of most demonstration programmes. And an evaluation team was funded from the outset to ensure accurate documentation of both the implementation process and service outcomes.
