the social conditions that condone, excuse, justify and promote violence. This monitoring framework adopts a whole-of-population approach. While Governments have a key role in
driving this work, everyone has a role to play in

guide policymakers and practitioners through the key components for building a prevention framework that is contextually relevant to countries in the Asia-Pacific region, and furthermore, to illustrate how to measure change
