In undertaking this work, The Salvation Army was attempting to introduce and highlight important social values—such as equity and inclusion—into the public discourse. The State of the Nation Report 2019 frames its five areas of policy interest around outcome statements, which we believe describe or define what we, and perhaps many other New Zealanders, see as social progress.
