The period covered by this report is the three months from 1 July 2019 to 30 September 2019. This reporting period was chosen to reflect the short period the NCS Regulations have been in effect and to enable the agencies to provide the Monitor with sufficient information to report against. The purpose of this initial report is to gain a baseline understanding of policies, processes and procedures as well as to assess basic compliance with the NCS Regulations. (From the Executive summary). More information about the setting up and work of the Independent Children's Monitor is available in the report and on the ICM website.
