State of Care series, #2 N2 - The State of Care 2016 report is the second annual summary from the Office of the Children's Commissioner to provide independent monitoring of Child, Youth and Family’s policies, practices and services. The OCC has a responsibility to monitor and report on how well CYF delivers services for children and young people. It does this by visiting CYF sites and residences, assessing practice against an agreed framework, making recommendations, and gathering the views of children and young people, their families, whānau, and caregivers. OCC presents these reports to CYF and the Minister of Social Development. Last year OCC reported its aggregated findings publicly for the first time. In 2015-16, OCC found that while CYF has many child-centred policies and strategies in place, these are not consistently given effect in practice, due to a variety of barriers.
