It intentionally focuses on issues that need more than one organisation to progress, because they do not lie neatly in any one agency’s responsibilities. The Plan is jointly governed by Disabled People's Organisations and government agencies. This 2015 update reflects two rounds of public consultation run by the Office for Disability Issues, and was agreed through negotiations between Disabled People's Organisations and government agencies.
