N2  - This New Zealand government agency report provides a analytical framework for facilitating analysis of how well-being is determined over the life of individuals, how public policy should be delivered to people and how it affects their wellbeing. The report is the first in an intended series focused on improving outcomes for children and young people in New Zealand. It addresses the need for a clear understanding of the interconnections between areas of expenditure and their impact on well-being, particularly over the life course from infancy to adulthood where early influences can affect well-being later in life. The report presents material on how social investment contributes to human capability and well-being, models of child  development and the impact of development on well-being, the various influences on children and how these affect the well-being of children and adults, the social and economic context for this work in New Zealand showing the magnitude of the poor state of well-being for children and young people, a social investment framework for evaluating interventions to improve outcomes, and evidence on which interventions appear effective. The final chapter summarises key findings on the state of well-being of children and young people in New Zealand and the factors underlying poor outcomes, and the evidence on effective interventions. Implications for further work are also discussed.
