The report is the first in an intended series focused on improving outcomes for children and young people in New Zealand. It addresses the need for a clear understanding of the interconnections between areas of expenditure and their impact on well-being, particularly over the life course from infancy to adulthood where early influences can affect well-being later in life. The report presents material on how social investment contributes to human capability and well-being, models of child development and the impact of development on well-being, the various influences on children and how these affect the well-being of children and adults, the social and economic context for this work in New Zealand showing the magnitude of the poor state of well-being for children and young people, a social investment framework for evaluating interventions to improve outcomes, and evidence on which interventions appear effective. The final chapter summarises key findings on the state of well-being of children and young people in New Zealand and the factors underlying poor outcomes, and the evidence on effective interventions. Implications for further work are also discussed.
