They met to discuss what was needed to implement the Government released report, "New Zealand's Agenda for Children", (2002). The report included a vision, a set of principles to guide decision making, a new way of developing child policies and services, and a tentative programme of action. The aim of this paper is to influence the Government to act on its report, and it identifies key actions that are an essential part of its full implementation. There are seven action areas discussed: promoting a whole child approach; increasing children's participation; ending child poverty; addressing violence in children's lives; improving government structures and processes; improving local government and community planning for children; and enhancing information, research and research collaboration relating to children. It also discusses the cost of implementing the proposals of the report. It is believed that the policy work required to develop the actions would be most effective if undertaken as a joint effort of people both within and outside government ER -
