In the case of child abuse, it was noted that services for children and families are poorly coordinated. The paper calls for the promotion of the development of child-centred policies that will help to eliminate the conditions that create poverty. A community-based Sure Start initiative is described that was introduced in England. The authors argue that a similarly based programme implemented here in New Zealand would go a long way towards achieving improved outcomes for young children UR - http://www.msd.govt.nz/about-msd-and-our-work/publications-resources/journals-and-magazines/social-policy-journal/spj19/from-rhetoric-to-action19-pages28-47.html ER -
