The purpose of this report is to introduce and provide an update on the Understanding Policing Delivery (UPD) research programme and initial findings. This report is authored by the UPD Independent Panel (the Panel).
This first set of reports shares findings and recommendations from phase one, which investigated data already gathered by
New Zealand Police, through a lens of fairness, equity and/or bias.
Phase one is part of a wider mixed-method research process designed to identify issues for further exploration in phase two,
and the findings should be considered in this context.
he UPD research teams are the authors of the individual research reports that this report draws on. Each research report was reviewed separately by members of the
Panel and a member of Police leadership. However, as independent researchers, they have had a final say on the content of their reports and the recommendations.
This report includes a list of the recommendations from the independent researchers as well as recommendations
