This is the public discussion paper produced to present possible directions and options that could be taken in developing legislation in New Zealand to replace the Children and Young Persons Act 1984. The paper first presents the general principles upon which the proposals are based, applicable generally and specifically to care and protection, and discusses the Department's duties in relation to preventive measures. The paper then describes the process that would be followed under the proposals for children in need of protection. Subsequent sections of the paper address children in need of care, offending by young people and state care of children and young persons. The paper includes a summary of statistics relating to child care and protection and young offenders.
