It was developed through consultation with a range of central and local government and non-government agencies and the community. While not specifically designed to address family violence as such, the action plan recognises the interrelationships between community and sexual violence and family violence. For this reason, it has been designed to complement rather than duplicate actions planned or underway as part of "Te Rito: The Family Violence Prevention Strategy" (2002).
