This article presents an address given by Sir Ivor Richardson at a Family Courts Conference, held in 1999 in Auckland. It discusses several matters concerning Family Courts. Among these is the need for Family Courts to develop family law expertise at the appellate level, the procedure for developing legislative policy and legislation, making reference to the Domestic Violence Act (1995), and legal aid matters.
