This article discusses the development of a research strategy that meets the needs of New Zealand's care and protection system. The stages of development in building a strategy of this kind are examined. The author emphasises the need for a coordinated approach to research development and evaluation, bringing together research, policy and practice. This paper outlines the benefits of a well-developed research strategy, including the ability to identify any gaps in information, and inform practice and policy in the state care system.
