Summary, etc The Minister of Transport proposed a review of the Civil Aviation Authority (CAA) that would consider whether the CAA has appropriate policies, systems and practices in place to deal with allegations of sexual harassment and bullying and whether the CAA had responded appropriately to the complaints and allegations. These were to be considered within an overall review of the organisational culture of the CAA, with recommendations sought on improvements to the culture, treatment of staff, handling of complaints, and policies and procedures. The Review would assist the Minister to better understand whether or not there are, or have been, significant areas of concern regarding the organisational culture at the CAA, and if so, how the organisation has responded to those concerns. The Review would also provide the opportunity to consider advice and recommendations for improving the culture within the CAA. <br/><br/>Background; In June 2019, TV3 ran a story containing allegations of bullying and harassment and poor<br/>workplace culture at the CAA.<br/>Assurances were attributed publicly to the Chief Executive that there was “a good culture”<br/>2<br/>and to the then Chair of the CAA that, it “was on track and doing well”3<br/>. Further, the Authority<br/>was reported as saying “the permanent staff turnover rate was just shy of 15 percent for the<br/>2018/2019 financial year, and that a recent staff survey showed two-thirds of employees are extremely happy with their workplace”. The Minister of Transport sought advice from the Chair and was advised that the complaints related to disgruntled ex-staff members. (From the Executive summary). Record #6680<br/>
