Summary, etc | This submission was prepared by UNICEF NZ in consultation with other non-governmental organisations that have an interest in family violence prevention. The submission draws attention to areas considered critical if violence is to be reduced, citing the New Zealand and international literature. The submission outlines the impact of violence and neglect on early brain development. It then links a series of adverse factors to violence against children: partner violence, poverty, substance abuse, early and risky sexual behaviour, and physical punishment of children. Societal factors such as a history of colonisation and social acceptance of violence are discussed. The report then outlines a response involving changing attitudes, having a co-ordinated child protection system, prevention and rehabilitation services, and effective policy development and implementation. Recommendations are provided in relation to each topic discussed.
