Summary, etc This article reports research on how gender and ethnicity affect access to and implementation of the Domestic Violence Act 1995. The research is based on interviews with 30 Pacific Island peoples (29 women and 9 men) living in Christchurch and Auckland (New Zealand) and Apia (Samoa), compared with the views of and 36 non-Pacific Island people in Christchurch who work or worked for justice and social service agencies. The research found that Pacific Island people's views of family responsibilities, domestic violence and the law differed from that of New Zealanders of European origin who had more individualistic views of family and the law. Lack of proficiency in English had significant ramifications in relation to dealing with justice and social service agencies. Concepts of respect and shame differed between the two groups, with disadvantageous outcomes for Pacific Island peoples. The findings have implications for justice in relation to domestic violence.
