Summary, etc This paper draws on a compliance report written for the United Nations Committee on the Rights of the Child (Wood, 2002), and discusses New Zealand's efforts in the last five years to protect children from violence according to Article 19 of the United Nations Convention on the Rights of the Child (UNCROC). A brief discussion is given on the effects of child abuse and neglect. Barriers that hinder improvements in terms of children's rights to protection from violence are identified and discussed. In order to overcome these barriers, it is suggested that fundamental shifts in thinking and behaving are required by society and government officials. The authors suggest that violence towards children can be reduced by changes that could be made to macro-level policies, as well as a combination of universal and targeted community-based prevention programmes. To this end, the authors suggest an integrated inter-departmental approach to policy and planning for children, effort to reduce child poverty, the repeal of s59 of the Crimes Act (1961), and a sustained focus on evidence-based primary prevention and early intervention initiatives.
