In September 2021, Francis Health was commissioned by the Health Quality & Safety Commission (the Commission) to undertake an independent review that looked at the ‘first principles’ of mortality review as a function.
The review had a particular focus on how the function can give better effect to the Crown’s responsibilities to Māori under the principles and obligations contained in Te Tiriti o Waitangi.
The review explored the value and contribution of the national mortality review function in improving our health system and other social sectors to reduce preventable mortality, and to strengthen the impact of this function.
Based on these findings, a blueprint for a transformed mortality review function was developed for consideration. Recommendations put forward have been agreed by the Commission board and a single national mortality review committee will be established in 2023. (HQ&SC media release). Record #7888
