This paper is designed to in form the development of the national strategy and action plan for the Joint Venture leading the Government's work on family violence and sexual violence. While the paper focusses on family violence (which includes sexual abuse and sexual assault perpetrated by a family member or ex/partner), many of its points also pertain to non-family sexual violence.
Last year (2019) was the worst yearf or intimate partner homicides in New Zealand in a decade (Ensor et al, 2020). In order to develop successful interventions to respond to and eliminate family violence, it is necessary to understand key underlying causes and enablers of family violence.
