This paper proposes legislative reform to create a new framework to facilitate the more timely and consistent exchange of personal information about vulnerable children and young people to promote their safety and wellbeing. This is one of a series of papers to be considered by Cabinet that contain the legislative proposals to create the new operating model for the Ministry for Vulnerable Children, Oranga Tamariki. These complementary proposals underpin the Government's objectives of a child-centred care, protection and youth justice system that will improve outcomes for vulnerable children, young people and their families.
