These are based on research and evaluations of coordinated approaches to service delivery for victims and offenders in other jurisdictions and criteria outlined in the Final Report of the Ad Hoc Federal/Provincial/Territorial Working Group Reviewing Special Abuse Policies and Legislation (2003).
