The Confidential Listening and Assistance Service was established in 2008 by the Government as an independent agency supported by the Department of Internal Affairs. Its purpose is set out in the Terms of Reference (see page 1). This report describes the work of the Service in the 4th year. It is separated into two parts. The first part of the report describes the achievements of, and challenges facing the Service in 2012. The second details, for the first time, the consistent themes that have been presented at the panel meetings and the participant's perception of how their time in care has impacted on their lives.
