This guide was developed to address the changes in reporting practice made necessary by the Children, Young Persons and Their Families Amendment Act (1994). That Act opted for an approach based on community education and voluntary reporting. This guide therefore provides information about how to recognise neglect and abuse and concentrates on outlining the services provided by the New Zealand Children and Young Persons Service, how the reporting process should work, and how this relates to other agencies, providing a Who's who of those involved in child protection. It has now been superceeded by "Let's Stop Child Abuse Together: An Interagency Guide to Breaking the Cycle" (Department of Child, Youth and Family Services, 2001).
