This manual sets out the standards of practice for refuges affiliated to the National Collective of Independent Women's Refuges (NCIWR). The standards form the basis of the NCIWR Quality Assurance programme. The standards fit the Children, Young Persons and their Families Agency (NZCYPFA) standards for Approval Level 2, and are consistent with relevant legal requirements.
