This report provides the findings of the first part of the Independent Police Conduct Authority inquiry into police conduct, practices, policies and procedures relating to the investigation of child abuse in New Zealand. The second part of the inquiry will focus on particular service failures that have occurred. In collecting data for the inquiry the Authority has interviewed or examined under oath 57 individuals and reviewed 12,759 documents. The report covers police governance and crime recording, strategic plans and priorities, file recording and case management, policies for child abuse investigation, conduct and management of child abuse investigations, district structures for management of child abuse investigations, and audits of service quality. Thirty four recommendations were made across these areas. The report also details outcomes of current police operations relevant to the inquiry. Part II (#4958) was published in 2011.
