This article discusses the issue of mandatory reporting of acts of violent and abusive behaviour. The author considers levels of abuse and reoffending that are not reported. The question of whose needs are served by mandatory reporting and whether it removes the power of choice from the victims and lessens the chances of rehabilitation of offenders is discussed.
