This report relates to a complaint made by "The Inner City Group for Men - The Manukau Group for Men", regarding regulation 64(1) of the Domestic Violence (Programmes) Regulations 1966. The complaint was made to the Regulations Review Committee and was brought to the attention of the House of Representatives. Several recommendations to the Government concerning amendments to the regulations are made. A summary of the regulations and their authorising legislation is provided. The grounds for the complaint are outlined as are the responses of the Ministry of Justice and the Department for Courts. The report concludes with the committee's consideration of the complaint and their findings under Standing Order 382(2). Five appendices are attached and include: the committee's personnel and conduct of the examination; the Standing Orders relevant to the Regulations Review Committee; a copy of the provision of the regulations complained about; a copy of the regulation-making power in the principal Act; and a complete list of all written evidence that was considered.
